its because frozen air is less denses then hot or warm air. You should also check you ap. during the summer on the ozone alert days the can pop mine did last year on the old escort!

WTF, that is all i have to say.
in cold DENSE air, your tires will lose pressure, making them a few psi lower. So add air. In hot NOT SO DENSE air, you need to take some out. The hot air and temps will make your pressures increase faster while driving.
I am keeping up on my pressures, I check them once a week with my oil
