Personally I'd look for a:

90-94 mazda 323 (will require alot of modifying to get anywhere with)
90-94 awd protege (very rare) , then do a gtx swap to it
91-95 escort gt
90-93 (?) escort lx-e

or use the money as a down payment and get a loan for a 8-8.5k srt4

Look to spend around 900-1100 on a JDM bp swap. This will net you mid to low 200's at the wheels.

Then look to spend around another 1k on body work to make it look authentic, depends what style you go with theres gtx and the gtr. One is awd other is fwd. Once done up right, it will hold its value because there are really NONE in the u.s.
